Specifications include, but are not limited to: The State of Delaware currently issues temporary vehicle tags to vehicle dealers, who then issue them to purchasers of vehicles. These tags currently utilize a hard copy registration system. This process has the potential for many opportunities for fraud to be committed during the issuance of the vehicle temporary tag. The State desires to implement an automated system that would provide the ability to print a vehicle temporary tag at either a Dealer, Auction House, State Office, or another approved vendor and record the issuance in a State-owned database. This System must be capable of quickly and accurately determining the validity of any temporary tag applied to any vehicle. The tags printed and issued by this System must contain security features that help to reveal counterfeit tags or tags that have been altered fraudulently. The proposed system must be configurable to allow for changes in expiration dates, fees, policy, rules, and statues including emergency situations.
