The successful Vendor 31.4. must provide the two following processes: 31.4.1.1. Cartridge Return Direct to Vendor/Manufacturer 31.4.1.1.1. An Agency/Customer will return empty cartridges directly to the successful Vendor or Manufacturer, using a prepaid mailer or label provided at the time of purchase or upon request to the vendor. If a credit is given for returned cartridges, it may be in the form of a discounted invoice or in the form of a credit.
