Specifications include, but are not limited to: The Refugee Program has received Refugee School Impact (RSI) funding from the Federal Office of Refugee Resettlement (ORR) to provide services to refugee youth, refugee families and the Oregon schools impacted by the high numbers of refugee arrivals. The Refugee Program provides these services through the State’s ORCAS program. The ORCAS program has three focus areas: • Improving access to, or the provision of, specialized services and support for refugee youth. This may include English as a Second Language classes, tutoring, Newcomer or transitional programs, after school programs, summer programs, mentoring, behavioral health supports and programs that support integration. • Improving access to, or the provision of, support for refugee youth and refugee families learning to navigate Oregon’s education system. This may include school-specific orientation for families and youth, cultural navigators, or cultural brokers and language access. • Improving access to, or the provision of, activities and resources to develop capacity for school staff and systems to serve refugee youth and refugee families. This may include trainings around the unique and varied needs of refugee populations, translating documents, interpreting services and specialized staff dedicated to refugee youth and refugee families.
