Specifications include, but are not limited to: 2.1. Provide ongoing state lobbying and consulting services including: (i) provide strategic advice and planning in the development of a comprehensive legislative affairs strategy, (ii) advance the University’s interests with the state legislature, and (iii) advise the University of proposed or pending legislation and policy developments that may affect the University’s strategic planning. 2.2. Advocate to secure passage of budget and policy bills supported by the University that advance its public mission, access, affordability, student success, and institutional governance. This includes but is not limited to advocacy on the Public University Support Fund, capital funding requests, funding for financial aid, and state legislative policy priorities as set forth by the University. 2.3. Engage regularly with the University’s Office of Government and Community Relations, as well as relevant leadership staff and faculty to monitor and carryout work related to the University's state legislative agenda. 2.4. Assist in the drafting of legislative language and amendments. 2.5. Engage in regular communication and meetings with legislators and their staff members as well as legislative counsel, fiscal, and revenue offices on behalf of the University. 2.6. Schedule meetings with legislative offices and state agencies and participate in those meetings, providing support to the University as needed or requested by the University. 2.7. Appear and testify before agency hearings, rule-making proceedings and other administrative agency or legislative meetings, as required, to promote, oppose, and seek passage of legislation affecting the University and specific legislation contained in the University’s request. 2.8. Provide reports, memos, and workplans as requested on issues of interest or concern to the University. 2.9. Work with the University’s in-house government relations team to develop a comprehensive legislative strategy in anticipation of upcoming legislative sessions and begin the work necessary, including legislator and stakeholder outreach, to lay the groundwork for future legislative activity. 2.10. Create relationship-building opportunities between key internal University staff and appropriate legislators and staff.
