Specifications include, but are not limited to: Pursuant to the State Purchasing Act (Official Code of Georgia Annotated §§50-5-50 et seq.), this electronic Request for Proposals (“eRFP”) is being issued to establish a contract with a single qualified supplier who will provide an AIDS Drug Assistance Program (ADAP) Pharmacy Benefit Manager Services to the Georgia Department of Public Health (hereinafter, “the State Entity, Department or DPH”) as further described in this eRFP. This solicitation event is being procured by the Department of Administrative Services (DOAS) on behalf of the State Entity. The Contractor shall provide one (1) proven Pharmacy Benefit Manager Services (PBM) solution, that interfaces with the current Contracted Pharmacy Benefit Manager Providers. The Contractor shall process Drug Claims equally and uniformly for all Contracted Pharmacies to avoid duplication of effort and reduce administrative overhead. This eRFP solicits proposals, details proposal requirements, defines minimum service requirements, and outlines the State’s process for evaluating proposals and selecting a Contractor to serve as the single PBM. The Georgia Department of Public Health (the Department or DPH) seeks to contract for the needed services and to give all qualified businesses, including those that are owned by minorities, women, persons with disabilities, veterans, and small business enterprises, the opportunity to do business with the State. This eRFP is designed to provide interested Suppliers with sufficient information to submit proposals meeting minimum requirements but is not intended to limit a proposal’s content or exclude any relevant or essential information. Suppliers are encouraged to expand upon the specifications to evidence service capability and features that bring added value and innovation to DPH.
