Specifications include, but are not limited to: The purpose is to assist the Hawaiʻi Department of Transportation (HDOT) to develop, implement, regularly assess and adjust, and revise after 5 years, a comprehensive, department-wide and statewide Greenhouse Gas Reduction Plan to reduce greenhouse gas (GHG) emissions from the statewide transportation system on a timeline that complies with HRS § 225P–5, 225P-7, and 225P-8. Specifically, the GHG Reduction Plan will: support Hawaiʻi’s goals of reaching at least fifty percent below 2005 levels of greenhouse gas (GHG) emissions by 2030, and net-zero GHG emissions by 2045; comply with all state climate policies including Hawaiʻi Constitution Article XI Sections 1&9, 2018 Haw. Sess. Laws Act 15, 2023 Haw. Sess. Laws Act 226, HRS § 225P, 226, and 264; comply and align with all federal regulations and initiatives; comply and align with the particular greenhouse gas, complete streets, clean energy, or other grant, funding or policy requirements and initiatives of each HDOT modal program (Administration, Highways, Airports and Harbors); fulfill HDOT’s legal agreements related to climate mitigation, GHG reduction and sequestration, and community equity and inclusion;
