Specifications include, but are not limited to: Wasco County Soil and Water Conservation District (DISTRICT) seeks proposals from qualified helicopter operators to transport and place large wood to create in-stream fish habitat. The DISTRICT requests proposals through the formal process described herein and intends to award a contract pursuant to ORS 279B.060, Competitive Sealed Proposals. The purpose of this project is to maneuver approximately 300 logs, both with and without root wads, ranging in weight from 1,000 lbs. to 9,000 lbs. and install them in the stream channel, side channels, and associated floodplain in the project area. The maximum length of each log is 45 feet. The expected flight length from log-deck staging area to stream will range from 1.8 – 1.5 miles one way. The project is expected to take two (2) days or less. Proposer will provide heavy-lift helicopter (Vertol or similar aircraft) and a project team and necessary pilot / support crew. Project team must coordinate with USFS aviation planner throughout the duration of the project. Logs will be placed following USFS guidance.
