Specifications include, but are not limited to: The liquid chlorine provided by the bidder shall meet AWWA Standard Specification B103, with revisions, and ANSI/NSF Standard 60 when delivered to the required point of use. Bids shall be submitted for both 150-pound (lb) cylinders and one-ton cylinders. The new price for the product can be mutually agreed upon by both parties, and satisfactory performance and delivery by the successful bidder in the sole opinion of the City of Billings Product performance is solely a decision of the City of Billings. QUANTITY The estimated annual requirement for liquid chlorine is one hundred (100) one-ton cylinders and sixty (60) 150-pound (lb) cylinders. This quantity is an estimate and the City of Billings may purchase more or less according to need. DELIVERY REQUIRMENTS Bid price is to include costs for delivery to the following locations: • One-ton cylinders – Water Plant, 2251 Belknap Avenue • 150-lb cylinders – Booster Pumping Stations around the City • 150 -lb cylinders – South Park Pool, South 31st Street and 6th Avenue South • 150-lb cylinders – Rose Park Pool, 21st Street West and Avenue C Chlorine deliveries are to be made by truck. The delivery truck must be able to deliver tonners without an unloading obstruction to Water Plant loading dock crane. The bidder may be required to deliver as small a quantity as one (1) 150-pound (lb) cylinder or one (1) oneton cylinder. The bidder will be required to deliver up to eight (8) one-ton cylinders to the Water Plant per delivery. The bid price shall include freight on cylinder return and all applicable surcharges such as demurrage fees. One-ton cylinders must be delivered with adequate valve stem length. At minimum the distance from the face of the cylinder to the centerline of the valve opening must be one and one half (1½) inches. Cylinders delivered with inadequate valve stem length must be replaced by the bidder at no additional charge.
