The Town will procure environmental QEP services in accordance with the requirements of the EPA terms and conditions of the Cooperative Agreement. The QEP will be selected according to criteria outlined in this request for Proposals (RFP) and will provide technical services to the Town with respect to the abatement of hazardous building materials, building demolition, removal and disposal of contaminated soils and other waste associated with the W.W. Cross site, including: • Oversight of demolition of the building and remediation of asbestos containing materials (ACM), lead containing paints (LCP) and polychlorinated biphenyls PCB in the building and proximal surface soils; • Once the building is removed, oversee the complete characterization of potentially impacted soils beneath and adjacent to the building site; • Oversight of environmental remediation activities to ensure compliance with State and Federal regulatory requirements; • Preparation of Analysis of Brownfields Cleanup Activities (ABCA)/Remedial Action Plan (RAP) for above activities; • Preparation of Site-Specific Quality Assurance Project Plan (SSQAPP) for above activities; • Prepare applications for any required permits; • Assist with coordination to ensure compatibility with Town redevelopment plans; • Assist with grant-related reporting to EPA; and, • Assist with community outreach.
