Specifications include, but are not limited to: The State of North Dakota (“STATE”), acting through the North Dakota Insurance Department (“Purchasing Agency” or “Department”) is soliciting proposals from vendors who will be required to assist the State with embarking on a pioneering initiative to comprehensively reform its insurance laws. Generally, this project aims to: (1) modernize the regulatory framework for property and casualty insurance; (2) incentivize technology companies with a focus on autonomous vehicles; (3) align building codes with the highest standards of safety and efficiency; and (4) potentially establish a multi-state captive insurance marketplace. Through this RFP, the Department seeks only to fulfill its first goal of revolutionizing and modernizing its insurance regulatory framework, by embracing innovation, consumer protection, and industry growth. The Department’s proposal to thoroughly evaluate and revamp our property and casualty insurance laws is a strategic move to position North Dakota as a beacon of excellence and innovation in the insurance industry
