The New Hampshire State Commission on Aging (COA) seeks responses to this Request for Proposals (solicitation) from a qualified Vendor to manage a project that achieves the following: • Engagement of program and policy leaders from state agencies and transportation stakeholders in partnership with the State Coordinating Council of Community Transportation to advise project work and build commitment to implementation of final findings. • Comprehensive quantitative and qualitative data collection to grow understanding of consumer needs with an eye towards improving capacity to capture valuable data on an ongoing basis. • A comprehensive assessment of transportation needs and gaps for older adults (age 65+), people living with disabilities, veterans, and other vulnerable populations like BIPOC, immigrant, and refugee communities in New Hampshire. • An analysis of economic, health, and social impacts of addressing or not addressing identified transportation gaps. • Identification and analysis of current policies, systems, environments, and investments resulting in the development of a long-term intra-agency vision for public and human services transit options in New Hampshire. This may include an investment plan with prioritized projects and strategies to improve transportation options for the target populations.
