DOC seeks proposals from vendors qualified to study our system from both a health care and correctional security perspective. The study would include at minimum the following areas and result in a detailed implementation plan to include key performance indicators that measure the success and efficacy of action items addressing areas including but not limited to quality of health services, health equity, biases, training needs etc. 3.1. Comprehensive, system-wide assessment and by facility, of the current suite of DOC health, mental health, and related security practices that will establish the advancement and development of programs to include; 3.1.1.Review of current DOC policies, protocols, and security practices and systems. 3.1.2.Review of current DOC policies, protocols, and health/mental health practices, systems, and programs including the current contract for comprehensive health services. 3.1.3.Review of Vermont Statutes related to the provision Health and Mental Health service delivery in relation to the DOC policies and procedures. 3.1.4.Review of the current healthcare organizational structure, both DOC staff and contracted staff.
