Emovis, Inc is the vendor that has been operating UDOT’s Road Usage Charge program since 2019. As part of their contract, they deployed OBD-II plug-in devices that customers installed in their vehicles to report miles driven to Emovis. UDOT put out a bid for re-procurement of Road Usage Charge Program operational services in Fall 2023 and in early 2024 another vendor was chosen through that process to begin operating the program in Spring 2024. Emovis’s contract (19-1816) expired June 6, 2024 and it contained a provision to reimburse them $95 for each device that was not returned when customers closed their accounts (customers were required to return the devices when they left the program but many people didn’t do it). The new vendor will not be using any plug-in devices, so as part of the transition from Emovis to the new vendor, customers were asked to return their devices. Because UDOT is on the hook to pay Emovis $95 for each non-returned device, the Road Usage Charge program staff has been working hard to get as many devices as possible returned. Nevertheless, there will be a large number of people that do not return the devices and UDOT will need to pay Emovis for them. The purpose of this sole source solicitation is to provide a mechanism for UDOT to pay Emovis a final lump sum for all devices that are not returned by a set date. The Emovis contract cannot be used as a vehicle for this payment because it expired nearly one month ago. Please note: This is a Sole Source Notification.
