Specifications include, but are not limited to: The Santa Clara Valley Transportation Authority (“VTA”) is the result of a 1995 merger between two previously separate entities: the Santa Clara County Transit District and the Congestion Management Agency for Santa Clara County. VTA is an independent special district responsible for bus and light rail operations, congestion management, specific highway improvement projects and countywide transportation planning. As such, VTA is both an accessible transit provider and multi-modal transportation planning organization involved with transit, highways, roadways, bikeways, and pedestrian facilities. Working under the direction of a 12-member Board of Directors (“Board”), VTA’s FY24’s adopted budget is approximately $609.76 million, and its currently approved capital program is approximately $2.6 billion. VTA’s bus fleet of 441 buses serves a 346 square mile urbanized service area and operates approximately 18 million miles annually. The 42.2-mile light rail system is served by 98 rail cars and 4 historic trolley cars and operates approximately 2.2 million miles annually. VTA employs approximately 2,412 staff members, of whom approximately 1,874 staff members are from Operations and Maintenance division(s), and the remaining 538 people represent from with all other VTA divisions. VTA responsibilities and functions include: • Transit Service: Operate, maintain, and improve bus, light rail, and paratransit services. • Transit Planning and Construction: Plan, design, and construct new bus and light rail and Bay Area Rapid Transit (“BART”) projects, stations, and facilities. • Highway Planning and Construction: Plan, design, and construct selected new highway and roadway improvements. • Congestion Management Program (“CMP”): Develop, implement, and monitor the CMP, which is intended to link transportation and land use planning within Santa Clara County. • Transportation Programming: Establish transportation capital improvement project priorities for local, state, and federal funding. • Caltrain Service: In partnership with the transit agencies for San Mateo and San Franciso Counties, VTA contributes funds to Caltrain Commuter Rail service between the City of San Francisco and Gilroy
