Specifications include, but are not limited to: Project Implementation Project implementation will be in coordination with DAQ. DAQ will seek advisement from the selected contractor to identify and prioritize MCWs for the grant program. Project implementation will include communications and coordination with operators/well owners, site evaluations, measuring and monitoring methane emissions pre- and post-closure, P&A, land surface reclamation and industrial equipment removal processes, local workforce selection and pay, reporting to DAQ, planning and scheduling key milestones, setting proper controls in place to ensure compliance with the federal grant award, allocating resources, preparing invoices, progress reporting, and final reporting. Work Plan and Timeline In consultation with the DAQ, the selected contractor will prepare a work plan that details their advised approach for identifying and prioritizing marginal conventional wells for the grant program, including communications and coordination with operators/well owners, site evaluations, process for measuring and monitoring methane emissions pre- and post-closure, P&A, land surface reclamation, and industrial equipment removal processes, workforce selection and pay, reporting to DAQ, and timeline for key milestones for the aforementioned deliverables. Communication and Reporting The contractor should be prepared to attend several meetings throughout the grant period. Examples of these include, but are not limited to: a kickoff meeting and subsequent periodic meetings with DAQ, well owners/operators, and project stakeholders at major milestones during the P&A process. Any additional meetings foreseen by the contractor should be identified in their Work Plan.
