The City of Santa Ana (City) is seeking proposals from qualified firms and organizations (Proposers) to administer an eviction prevention program aimed at providing income-qualified tenants with temporary rent subsidies. This initiative will offer financial assistance in the form of cash disbursements to help income-qualified tenants settle delinquent rents and avoid eviction. The selected proposer will be required to collect demographic data on benefit recipients and work closely with City staff to identify program recipients and monitor program progress. The primary goal of this initiative is to reduce the incidence of evictions in Santa Ana by providing timely financial assistance to cost-burdened tenants facing eviction. By addressing past due rent, the program aims to stabilize housing situations for vulnerable residents, thereby reducing the negative impacts of eviction on individuals and the broader community. Overall, this eviction prevention program represents a vital effort by the City to support its residents during challenging times, promote stable housing, and foster a healthier, more resilient community. Eligible proposers must be capable of utilizing $730,046 (includes 10% administrative allowance) in Emergency Rental Assistance 2 (ERA2) funds from the U.S. Department of the Treasury by September 2025. These ERA2 funds were allocated through the American Rescue Plan Act of 2021, which provided $21.55 billion to support eligible households with financial assistance, deliver housing stability services, and to cover expenses related to other affordable rental housing and eviction prevention activities.
