Specifications include, but are not limited to: a. Be compliant with the County Business Associate Agreement provisions, Health Insurance Portability and Accountability Act (HIPAA), State and Federal laws/regulations, and accreditation requirements (The Joint Commission). b. Agree to comply with County policies, procedures, and requirements. c. Proposer and its staff must be legal residents of the United States and services must be performed within the confines of the 50 states and the proposer’s company must be from the United States. d. Proposer is forbidden to subcontract services without County to ARMC approval. e. Agree to comply with applicable local, State, and Federal requirements. f. Proposer shall have a minimum of three (3) years’ experience of dictation/voice recognition services with acute medical facilities similar to ARMC. Proposal must identify the medical facilities which are similar. g. Provide project implementation/management plan with outline of timeline for delivery of services and go-live milestones including the members of the project team. h. Proposer will outline the FTEs County will need to manage contracted services including the level of resources for implementation and ongoing services. i. Proposer must supply education and training software for Physicians/medical service providers. j. Clearly delineate and itemize all costs of implementation, management, training, and support of the clinical/medical dictation system. k. Be prepared to provide demonstration. l. Provide strong security using sign-in with password protection. m. Provide secure connections and interfaces. n. Provide and ensure confidentiality and security of information. The proposer shall incur liability for consequences arising from any act or omission detrimental to ARMC. The proposer shall also incur liability for consequences arising from any act of breach of confidentiality.
