Specifications include, but are not limited to: The San Bernardino County Fire Protection District (SBCFPD), is seeking Proposals from interested and qualified Proposers to provide health monitoring services to promote firefighter and emergency medical services staff (EMS) health and longevity through comprehensive health assessments compliant with the National Fire Protection Association Standard 1582 (NFPA 1582) and continuous health monitoring. 1. Proposer shall provide the County with comprehensive health assessments and continuous health monitoring through wearable devices for up to 650 emergency service personnel. The Proposer shall provide the Services set forth in this Scope of Work, by and through duly licensed and qualified healthcare professionals and personnel. Proposer shall have an outlined method of providing continuous health monitoring throughout the term of the awarded contract. Proposers must be knowledgeable of the NFPA 1582 requirements and criteria in addition to the occupational hazards of emergency services personnel and firefighters. 2. Deliverables/Requirements: The Program is meant to aid SBCFPD employees in assessing their overall health and help the SBCFPD mitigate risks associated with the daily job duties of firefighters and EMS staff. The Program has two components: (1) comprehensive health assessments and (2) continuous health monitoring services through wearable devices. The Program’s aim is to combine the results of medical evaluations and continuous health data tracking to help employees manage their own health through the Services provided by the awarded contractor. A. Comprehensive Health Assessments. The comprehensive health assessments component shall consist of the following: i. The provision of onsite physicals for emergency services staff which includes firefighters and EMS personnel. The onsite physicals will take place at SBCFPD locations throughout the county on dates to be determined upon the contract execution date. The Baseline Medical Evaluations must be compliant with NFPA 1582 standards and will aim to provide a baseline for staff to assess their current health. ii. The Baseline Medical Evaluation is designed to accomplish the following: a) To provide a cost-effective investment in the early detection, disease prevention, and health promotion of firefighters and EMS staff. b) To create baseline data to monitor future effects of exposure to specific biological, physical, or chemical agents. c) To detect changes in an individual’s health that may be related to harmful working conditions. d) To provide the EMS personnel with information about the individual’s occupational hazards and current health e) To recommend types of case-management/rehabilitation for injuries to decrease reinjury rates. iii. The physicals must meet NFPA 1582 standards and must include the following: assessments/screenings: • Medical history / medical conditions (including exposure history) • Head and neck • Eyes and vision test
