Specifications include, but are not limited to: The Franklin County Natural Resources Conservation District (FCNRCD) has received funding from the Northwest Regional Planning Commission serving as the Missisquoi Bay Basin Clean Water Service Provider to perform preliminary designs for floodplain restoration at a site on The Branch in Enosburg, VT. The project parcels are owned by Don Tobi and Kevin Marvin. This project site was initially identified by Trout Unlimited and handed over to FCNRCD for design and implementation. The Branch is identified in the Missisquoi Tactical Basin Plan as a stressed water body due to streambank erosion and channelization. This project would restore approximately 2700 ft of channel incision along The Branch, reduce bank erosion and failure, and contribute to phosphorus load reduction in the Missisquoi Basin. Depending on the findings of this preliminary design phase, implementation may include floodplain lowering through excavation and/or reconnection of historic channels, bioengineering, tree revetments, stone toes, tree planting, and/or live staking. Additionally, project design and implementation may include movement of an undersized bridge on the property. The project's design and implementation must also be aware of the West Enosburg Cemetery, located on the northern side of the property, and Route 108 and associated right-of-way, which runs along the western side. The design must not propose best management practices (BMPs) or other improvements within the Vermont Agency of Transportation’s Right of Way – to avoid any conflict with VTrans and VTrans’ need to comply with the TS4 permit. Similarly, the funded design must not propose BMPs within any Town highway ROW where such BMP is required by the MRGP.
