Specifications include, but are not limited to:The Universities of Wisconsin requests bids from individuals or consulting firms who could be contracted for future needs for advice and assistance with clean energy procurement, to build a roster of qualified and approved consultants to provide renewable and clean energy expertise. The contract will be designed to offer users a variety of consultants best positioned to provide consulting services. These services may include: • Advising the Universities of Wisconsin on the development of a clean energy portfolio to meet sustainability and clean energy goal, helping to identify and prioritize potential clean energy projects and procurement strategies that will achieve institutional and state clean energy goals. • Advising on opportunities for the acquisition of renewable energy on a large scale through instruments such as virtual (or financial) power purchase agreement(s), physical power purchase agreements, or renewable energy credits/certificates from one or more projects that may be located anywhere worldwide. • Advising on opportunities for UW to make meaningful contributions to the development of renewable energy projects in Wisconsin through various means, such as cooperative agreements, direct investment and/or the potential to host renewable energy projects at UW campuses and/or lands under management by the Board of Regents of the University of Wisconsin System. • Assisting with the development of a Request for Information (RFI) or Request for Proposal (RFP) for large-scale renewable energy purchases or projects. • Reviewing offers and contracts for renewable energy procurement and providing expert advice and due diligence for the Universities of Wisconsin or UW institutions. • Evaluation of participation options for eligible utility programs, such as renewable energy tariffs, community solar or other programs. • Financial analysis to support business case development for individual projects or multiple projects within an ongoing program. • Program development, market characterization, evaluation, measurement and verification. • Communications and event planning including community engagement with a focus on energy equity, environmental justice and just transition. • Evaluation of other mitigation or adaptation strategies to address greenhouse gas emissions, such as carbon offset opportunities or renewable natural gas or renewable identification numbers (RIN) that track participation of renewable fuels.
