Specifications include, but are not limited to: 1. The Rutland County Solid Waste District (the "District"), a union municipal district made up of 18 member towns, with a seasonally adjusted population of 47,751, issoliciting Proposals for metal hauling and recycling services from the District Transfer Station ("Transfer Station"), located at 14 Gleason Road, Rutland, Vermont. The new one-year contract will commence two weeks after the award. 2. The Transfer Station accepts and segregates all types of metal: iron, stainless steel, aluminum, copper, etc. generated by households and businesses. The District also manages a comprehensive appliance recycling program. Hazardous components such as CFCs, ballast, PCB capacitors and mercury switches are removed prior to appliances being recycled as scrap. (The District manages pressurized cylinders separately from the scrap metal; they are therefore not included in this Request for Proposals ("RFP"). Junk autos are not accepted at the Transfer Station.) 3. The District currently accepts metal at no charge at the Transfer Station six Page 2 of 6. (6) days per week. The hours of operation for the Transfer Station are 7:00 a.m. - 3:00 p.m. Mondays through Saturdays. The District administration offices, are located at 1 Smith Road, and are open 7:00 a.m. to 4:30 p.m., Monday- Friday. 4. In 2021 we received 537.02 tons of scrap metal. In 2022, 159.84 tons, and in 2023 we received 447.18 tons of scrap metal, which was loaded into open-top trailers at the Transfer Station. 5. We currently plan to utilize bidders provided (2) two 40-yard containers. One for scrap metal and the other for segregated metal. Copper, brass, etc. will be segregated in gaylords. The bidder- owned trailer shall be swapped when full with an empty trailer of the same size, so that the Transfer Station can provide uninterrupted service to its customers while the full trailer is being hauled. Experience has shown that Contractor will need to swap out the full trailer a minimum of four times per month (and possibly once or twice per week during the busy season), or as often as needed. The frequency will vary, of course, depending on the tonnage received. The District cannot guarantee a minimum amount of scrap metal to be transported; however, the District will work closely with the Contractor to communicate anticipated hauling needs. For additional service calls beyond twice weekly, the District will provide Contractor with 24- hour notice. Preference will be given to a trailer swap system. However, District supplied gaylord containers that are full shall be picked up as need with 24 hr. notice also, and as other favorable Proposal conditions warrant it. Swap roll-off containers must be supplied in that case, and all containers must be in adequate condition for regular transport.
