Specifications include, but are not limited to: The STATE is soliciting proposals for a vendor to assist STATE with identifying and mitigating the legal and regulatory impediments that hinder the growth and operation of tech firms, especially those pioneering in autonomous vehicles. The vendor will also be required to craft and recommend legislative amendments and strategies designed to make North Dakota an attractive hub for insurance ventures specializing in autonomous vehicles. The work involved in this solicitation shall include, but not be limited to, creating a detailed analysis that outlines the current legal and regulatory landscape affecting autonomous vehicle technology as well as multiple recommended legislative, regulatory, and policy proposals aimed at fostering a thriving ecosystem for autonomous vehicle insurance in North Dakota. At all times the vendor shall work closely with STATE’s staff and other vendors, including STATE’s contracted program manager, JW Hammer LLC. To be considered for this contract award, it is highly recommended that the Offeror meets the experience requirements. While meeting these requirements is not mandatory, proposals from Offerors with background experience in a majority of the areas listed by Purchasing Agency will be given preferential consideration.
