Specifications include, but are not limited to: The overall scope is to implement, maintain, and support a fully functional system that supports NTA’s key business functions across its agency. The system must include both backoff functionality (internal NTA users) and a public facing portal (for drivers, constituents, and other stakeholders). The following is a high-level summary of key project deliverables and milestones. NTA is open to contractors proposing a project delivery approach and methodology (e.g., agile method) they believe is appropriate for this project to ensure a successful outcome. 1. Project management, communication, and control. 2. Document and validate relevant NTA requirements, processes, and business rules (this can include a software “gap analysis” if appropriate). 3. System development/configuration/deployment (this should include organized interaction with users/subject matter experts to ensure the system functionality is in alignment with requirements and workflows). 4. Conduct software validation walkthroughs with NTA subject matter experts to verify that the system supports each business process end-to-end. 5. Data conversion/migration (migrate data and electronic documents from the legacy system). 6. User and system administration training. 7. User Acceptance Testing (two primary levels – specific processes/functions, and full end-to-end testing). 8. Go-live cutover to new system. 9. Go-live support for a specific period (e.g., 30 days). 10. Ongoing support and maintenance.
