Specifications include, but are not limited to: 1. Define Strategic Objectives for Partnership 2. Assess and Define Procurement Requirements 3. Define Project Schedule and Key Milestones for this effort 4. Lead Working Committee Meetings 5. Review Campus Master Plan (provided by UNCSA) 6. Review Residence Hall Study (provided by UNCSA) 7. Develop a Student Housing Demand Assessment Document 8. Develop Required Pro Forma and Program Assumptions 9. For Alternative Project Delivery Methods Define Facility Maintenance Guidelines and Custodial Standards 10. Establish Institutional Financial and Credit Impact Objectives in a way that Enhances the University’s financial stability and sustainability. 11. Review Master Plan Housing Sites for Capacity, Utilities, Zoning, and Parking Capacity. 12. Develop Detailed Financial Pro Forma Comparison Matrix for at least 3 Project Acquisition Methods (including P3) to Assist Evaluators 13. University Coordination Meeting and Preparation 14. Coordination with UNCSA’s Financial Advisor and Bond Council to evaluate possible financing structures and ownership models. 15. Coordination with the University in terms of anticipated enrollment growth, rents for on campus student housing and desired inflation rates for the foreseeable future.
