This project is a full reconstruction of runway 18-36 (7,339' x 150') at the New Century AirCenter (IXD) which was rehabilitated with an asphalt mill and overlay in 2005. The JCAC has performed crack sealing operations as needed since the completion of this project. The Kansas Department of Transportation (KDOT) has performed a Pavement Condition Index (PCI) study and the current score of the runway is 54.9 (See Attachment B, report may also be found at: https://powerpmdev.blob.core.windows.net/web/KDOT%20Reports/IXD%20- %20KDOT%20Final%20PMP%20Report%2020221121.pdf). This condition places the runway at the lower end of the fair condition. The runway exhibits random cracking and is heavily oxidized. Based on the recent observations and the KDOT study and FAA concurrence, RWY 18-36 must be fully reconstructed. The limits will include the entire runway and associated hold lines. The Taxiway K connector inside the runway safety area should be included due its poor condition.
