Specifications include, but are not limited to: The total Project Area, also known as the Area of Potential Effect (APE), is approximately 7,349 acres. Approximately 3,196 of those acres will require cultural resource surveying (Survey Area). Areas requiring survey have been determined by the WWNF and are identified on the enclosed Project maps (Exhibit D – Heritage Survey Maps). Survey methods, the cultural resource report, and the site and isolated find documentation must meet the specifications for conducting cultural resource surveys on the WWNF as outlined in Exhibit A (Statement of Work). Both pre and post contact sites have been previously recorded within the Project Area. Ten previously recorded sites are located within the area identified for cultural survey. These sites include lithic scatters, a historic refuse scatter, rock cairns, a tree carving, trails/roads, and a field and stock corral. It’s anticipated that new sites will be similar to those previously recorded in the area. One previously recorded site, a burned cabin, is located outside of the Survey Area but the selected Contractor will be required to revisit and an update for this site. Based on previous archaeological work in the area, the site density is estimated to be approximately three to five sites per square mile. The Project must comply with Section 106 of the National Historic Preservation Act of 1966 as amended (NHPA) (16 U.S.C. 470) and procedures of the Advisory Council of Historic Preservation (ACHP) outlined within 36 CFR 800. The Project is located within ceded lands of the Nez Perce Tribe. Additionally, the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) claim these lands as an area of interest due to historic relationships with the Nez Perce. The WWNF will be responsible for consulting with the State Historic Preservation Office (SHPO) and Indian Tribes.
