Specifications include, but are not limited to: Provide services for the County of Kaua`i, Department of Water (KDOW) through all phases of the review, revision (if applicable) and certification process of existing previously certified Risk and Resiliency Assessment (RRA) including the Emergency Response Plan (ERP). The goal of this solicitation is to comply with the requirements of America’s Water Infrastructure Act of 2018 relative to its 5-year submission cycle. The KDOW serves a combined total population of approximately 70,000 through ten (10) separate water systems, four (4) of which serve between 3,301 and 49,999 people. The existing RRA and ERP evaluated the 10 water systems collectively since KDOW owns, operates, and manages all 10 water systems as a single utility. Proposed scope of work: 1. Review existing Island-Wide Vulnerability and Risk Assessment (RRA) to determine if revision is needed. 2. Assist KDOW in submitting to EPA a certification that it has reviewed the RRA and revised it, if applicable. 3. Review and, if necessary, revise the ERP after completion of the required review of the RRA. 4. Revise the ERP to incorporate revisions to the RRA. 5. Assist KDOW in submitting to EPA a certification that it has reviewed the ERP and revised it, if applicable.
