The COUNTY is looking for a proposal from a company who would develop, host, and administer an on-line tax lien auction. Below is a basic list of objects that must be minimally met. They are to include: • Website Development • Website Hosting • Buyer registration and IRS confirmation of buyer identification • Develop buyer budgeting requirements o Douglas County wishes to minimize the possibility that auction participants will over-bid and or over-purchase liens and not have the funds for settlement. The Treasurer’s Office wants to ensure that Douglas County and auction participants are able to track bids, set limits (budgets), and establish rules to ensure payment. Other methodologies that prevent over-purchasing and ensure payment may be considered. • Settlement Services – ACH • Training for Douglas County Staff and Investors • Ad Hoc auction reports • Buyer reports for analysis • File transmission of purchases back to Douglas County Treasurer’s Office • Ability to provide on-line review of property o Tax liens are offered at a set price and cannot be bid up or bid down. Consequently, when multiple auction participants bid on the same lien, the County requires the ability to randomly select the winner (i.e. random number generator). • Customizable buyer notification of auction results electronically • Call Center Support • Ability to randomly select winning bids
