Specifications include, but are not limited to: A. Long-Range Planning 1. Provide an initial in-depth review of the existing City of Overland Park group insurance programs and Section 125 plan. 2. Assist in development of long-range plans and objectives. 3. Review and discuss contribution and pricing strategies. 4. Keep apprised of new products and trends in employee benefits, with particular emphasis on the health insurance industry. 5. Provide ongoing review of existing programs and benefit plans; recommend changes in plan provisions, delivery systems, financing alternatives, employee/employer contributions, and other areas as may be deemed appropriate by the City and the Consultant. 6. Provide “hands-on” assistance in the implementation of all new plans or changes to existing plans. B. Plan Design and Rate Negotiation 1. Assist in the design of benefit plans that meet the benefit needs and budget considerations of the City of Overland Park. 2. Draft and distribute RFP’s to insurance carriers and/or administrators. 3. Evaluate responses to RFP’s including funding options and cost analyses. 4. Present results and make recommendations to facilitate plan selection. 5.
