Specifications include, but are not limited to: Treatment Methods and Specifications: The base treatment area and the optional additional have different characteristics: Base Area (264 acres): Composed of mature pinyon and juniper trees. Treatment in this area will meet the following specifications: All live pinyon pine and juniper trees smaller than 12 inches diameter must be mulched. Trees larger than 12 inches DBH should remain standing. For trees with multiple stems, if the largest individual stem is over 12 inches, the entire tree should remain standing. If every individual stem is less than 12 inches, the entire tree must be removed. No live or dead limbs shall be left on the stump of removed trees. Stump height shall not exceed 6 inches measured on the uphill side. Any tree or sapling that cannot be removed by mastication machinery must be removed by hand utilizing chainsaws or loppers. All surplus vegetation and slash shall be mulched or cut into lengths not to exceed 3 feet in length. Mulch depth shall not exceed six (6) inches. If mulch exceeds six inches in depth, the Contractor shall spread the mulch either mechanically or by hand to reduce depths to six (6) inches or less. Optional Additional Area (92 acres): Composed primarily of mature sagebrush, with some young and mature pinyon and juniper trees. This area is intended to create a green strip or fire break approximately 50 ft wide along roads and fence lines. Treatment in this area will meet the following specifications: All live pinyon and juniper trees, and all live shrubs must be mulched. No live or dead limbs shall be left on the stump of removed trees. Stump height shall not exceed 6 inches on the uphill side. Any tree or sapling that cannot be removed by mastication machinery must be removed by hand utilizing chainsaws or loppers. All surplus vegetation and slash shall be mulched or cut into lengths not to exceed 3 feet in length. Mulch depth shall not exceed six (6) inches. If mulch exceeds six inches in depth, the Contractor shall spread the mulch either mechanically or by hand to reduce depths to six (6) inches or less. Shrubs must be mulched to a height of 4 inches whenever possible. Several gullies and dry washes occur in this area to disrupt the continuity of the green strips. In order to facilitate ease of operations, the DWR will allow contractors to cut wire fences in the area when necessary to move equipment around these gullies. Contractors must immediately repair any cut fences. Contractors must provide equipment and materials to repair fence cuts.
