Specifications include, but are not limited to: Priority 1: Supportfor Postsecondary Student Equity and Achievementthrough a continuous improvement model. Eligible recipients may apply for grant funds to support the continuous improvement model utilizing the Comprehensive Local Needs Assessment to support realtime data use, root cause analysis, planning, decision making, and evaluation. This includes an annual analysis of performance disparities or gaps among student subgroups and identifies actions that will be taken to address such gaps. Participation is recognized by the Delaware Department of Education to exceed requirements of local improvement plans as indicated in Section 123(b)(2) of the Carl D. Perkins Strengthening Career and Technical Education for the 21st Century Act (Perkins V). • Participation in the DDOE approved continuous improvement model. The upper limit for each grant award is $15,000 o Training MUST be led by an outside entity or 3rd party vendor that specializes in CLNA review, equity gap analysis, root cause alignment; strategy implementation, and evaluation with an equity literacy framing o Applicants MUST participate in a minimum of 3 full-day trainings conducted in person with a minimum of two instructors Applicants MUST participate in a minimum of 4 technical assistance calls/progress monitoring with the vendor conducted virtually throughout the year o Applicatns MUST provide a copy of the completed CLNA into eGrants as part of the annual local application process o Applicants MUST maintain and provide to DDOE upon request meeting agendas, attendance records, and meeting minutes/notes. o Applicants MUST participate in end-of-year showcase event to conclude the process for the year; Priority 2: Support the creation or update for Perkins-Eligible Programs of Study (POS). Eligible recipients may apply for grant funds to support: • Assessment & Revision of PS CTE to meet Perkins Eligibility Requirements. • Applications MUST: o employ the model revision process & program quality criteria specified in CTE Programmatic Policy ; o include culturally responsive practices in the program of study objectives (refer to culturally responsive practice conceptual framing in Attachment D); • Year One: Local Model Programs of Study review planning.
