Specifications include, but are not limited to: Under the terms of the resulting Agreement, the selected Consultant will provide environmental services in support of the preparation of environmental studies, reports and documents for the Department. The selected consultant will also perform work that includes, but is not limited to, compiling the results of environmental studies into documents that are compliant with the National Environmental Policy Act (NEPA) or the Georgia Environmental Policy Act (GEPA). The selected consultant may also conduct quality assurance reviews of environmental studies and NEPA or GEPA documents. In addition, the selected firm will perform public involvement activities as required. All work will be performed in accordance with the Georgia Department of Transportation Environmental Procedures Manual, Published Environmental Guidance, and the Georgia Department of Transportation Plan Development Process. A. The Consultant shall provide environmental studies in compliance with the following laws and regulations: 1. The National Environmental Policy Act. 2. The Georgia Environmental Policy Act. 3. Section 106 of the National Historic Preservation Act. 4. Section 4(f) of the U.S. Department of Transportation Act. 5. The Archaeological Resources Protection Act. 6. The Native American Graves Protection & Repatriation Act. 7. The Georgia Abandoned Cemetery & Burial Grounds Act. 8. Section 7 of the Endangered Species Act. 9. The Migratory Bird Treaty Act. 10. The Clean Water Act. 11. The Fish & Wildlife Coordination Act. 12. The Georgia Erosion and Sedimentation Act. 13. Executive Order 12898 (Environmental Justice). 14. Executive Order 11988 (Floodplain). 15. Executive Order 13112 (Invasive Species). 16. The Clean Air Act Amendments. 17. Section 6(f) of the Land and Water Conservation Act. B. The Consultant shall track the status of environmental activities in relation to project schedules as directed by the GDOT Project Manager. C. The Consultant shall update GDOT project management databases (e.g., TPRO, Primavera, and SharePoint tracking lists). D. The Consultant shall plan and conduct public outreach on behalf of the GDOT. Public outreach activities include the preparation of associated written documents, such as hand out materials, comment response letters, and summary reports. E. The Consultant shall maintain a complete project file including, but not limited to, field notes, draft and approved reports and documents, transmittals, correspondence, e-mails, meeting notes, permits, and variances. Approved and draft documents shall be saved in the appropriate project folders in ProjectWise. F. The Consultant shall coordinate with appropriate GDOT offices, state and federal agencies, as needed. G. The Consultant shall provide other professional services as identified by GDOT related to the support of environmental services.
