The selected Proposer shall complete the feasibility study and develop the alternatives and preferred design concept for the Project by working closely with Washington County (“WASHCO”) through the stakeholder engagement, agency coordination, integrated landscape architecture, trail, traffic, and bridge design process. Previous work has been performed on the Project and will be provided to the selected Proposer, which will streamline work on the alternatives allowing work to start immediately on various parts of the initial assessment, gathering information and evaluating the project to determine baseline environmental conditions and jurisdictional policy parameters to confirm feasibility of preferred bridge alignment and inform other design concepts. The selected Proposer shall develop a clearly articulated strategy that defines a process, desired outcomes and scope for subsequent environmental reviews and approvals for the developed design concepts. The project will result in a cohesively described preferred design concept that will allow the selected Proposer to build up to 30% of the preferred design as part of the planning phase within the established budget of the final Contract and prior to federal fiscal year of 2025.
