Specifications include, but are not limited to: The scope of the project (Equalization Project or Project) requires the complete appraisal and revaluation of all taxable real property, and all tax-exempt real property located within the corporate limits of the City of Augusta as described below: • All taxable real estate, land, buildings, and improvements • All exempt real estate, land, buildings, and improvements • All public utility land and buildings. The company shall furnish all labor, materials, supplies and equipment, and shall perform all work for the Project in strict accordance with these specifications. The values to be determined shall be full market value as defined in the Maine Statutes and Maine Supreme Court decisions. Basis of valuation shall be the recognized methods of appraising real property, as defined by the Appraisal Institute and the International Association of Assessing Officers (IAAO) and as approved by Maine Revenue Services in accordance with the provisions of 36 M.R.S.A §112, §328, § 330 and § 331and revaluation guidelines by rule, Chapter 208. The values must be computed by using methodology, tables, and variables that are fully compatible with the City’s Vision CAMA software. Upon approval by the Assessor, the appraisal values will serve as a basis for assessments effective on the Valuation List of April 1, 2026. All values will be entered in the CAMA system by the Company.
