Specifications include, but are not limited to: This Request for Qualifications (RFQ) is for a firm that can produce an executable cost-effective plan to build a park on a property along the Norfolk Southern Railroad Line, which is currently leased by the Town of Pacolet. The ideal designer must have experience building parks along railroad properties like Norfolk Southern to ensure safety by following guidelines and standards set forth by the Federal Railroad Administration. Public input for the project should be encouraged through surveys and a public input session which the Town can assist with, so that the community can provide feedback on what they would like to see from the park. Due to its size the project may need to be completed in phases. The final document should include realistic cost estimates as well.
