Conduct all EM&V activities for the DEC as outlined in the EM&V regulations found in 29 Del. C. §8059(h) and follow all regulations under the 2105 Regulations Governing Evaluation, Measurement, and Verification Procedures and Standards. The selected bidder shall collaborate with the Energy Efficiency Advisory Council (EEAC) and its EM&V subcommittee when needed or requested on any EM&V data collection, research, and results pertaining to the work completed under this contract. To that end, the selected bidder will be a crucial partner and resource to DCCE and, specifically, the Energy Section in establishing a section-wide evaluation, measurement, and verification framework for DCCE’s energy efficiency and renewable energy programs along with any programs established through the Bipartisan Infrastructure Law (BIL) and the Inflation Reduction Act (IRA). Their role will encompass not only providing impact evaluations for each of DCCE’s flagship and BIL/IRA energy programs, but also offering program process evaluation and recommendations, based on EM&V assessment findings, for program and portfolio re-design delivery and funding allocation.
