The Commonwealth of Kentucky (the Commonwealth), Cabinet for Health and Family Services (CHFS), Department for Community Based Services (DCBS) is seeking a qualified Vendor to provide Electronic Benefits Transfer Services (EBT) for Kentucky’s Supplemental Nutrition Assistance Program (SNAP) and Cash Assistance Programs. EBT supports an electronic system that allows SNAP clients/cardholders (a.k.a., recipients) to pay for food using SNAP at a SNAP authorized retail store. The client or cardholder’s SNAP EBT account is debited to reimburse the retailer for food that was purchased. EBT is used across jurisdictions in the United States, including territories. EBT has been the sole method of SNAP issuance in all states since June 2004.
