The City of Columbia acting through its Community Development Department (CDD) is seeking a qualified consulting firm (Offeror/Potential Consultant) with experienced principal staff to carry out an involved planning process which results in an updated 5-year HUD approved Consolidated Plan with an updated Analysis of Impediments (AI) to Fair Housing Choice, pursuant to Title 24 Codified Federal Regulations, Part 91. The Consolidated Plan serves as an application for entitlement grant programs; Community Development Block Grant (CDBG); HOME Investment Partnerships (HOME); and Community Development Block Grant Disaster Recovery (CDBG-DR and CDBG – Mitigation Grant). The Plan is for the period July 1, 2025 through June 30, 2029.
