Specifications include, but are not limited to: 1. PLANNING PHASE a. Participate in planning meetings with District staff and oversight committees b. Assist the District with developing and communicating programming requirements for the project c. Perform preliminary budgeting and scheduling projections d. Assist the District with development of DD2 Educational Specifications and Construction Standards e. Early identification or potential project risk points/concerns f. Early identification of long lead equipment and materials; both Contractor provided and Owner furnished 2. DESIGN & PERMITTING PHASE a. Coordinate and participate in design meetings with the project team b. Conduct independent research as needed to assess the suitability of design features, specified building systems, major equipment, etc. c. Provide continual advice to the District on any items posing a quality, time, or budget risk to the project d. Develop and monitor design phase milestones and permitting activities to ensure the overall project schedule is on time e. For projects utilizing the Construction Manager at Risk (CM-R) project delivery method, ensure the CM-R firm is provided frequent and meaningful opportunities to provide value enhancing feedback on the design f. Coordinate with the Design Team on AHJ reviews, permitting milestones, and other major design milestones. g. Identify design activities requiring District approval, and ensure adequate schedule terms to allow for District staff to conduct thorough plan reviews prior to proceeding to next steps h. Identify and develop a list of critical project submittals that the District needs to reserve the right to approve i. Ensure all parties maintain adequate project momentum to preserve the overall project schedule j. Communicate with District staff and stakeholders on the status of the design, including key required programming decisions, design reviews, and other tasks or events 3. GMP / BIDDING AND CONSTRUCTION PHASE a. For projects utilizing traditional project bidding & delivery methods, coordinate with the Design Team and District staff to plan and execute the public bidding process b. For projects utilizing the CM-R project delivery method, coordinate with District staff to plan and executed the public procurement process c. For projects utilizing the CM-R project delivery method, coordinate pre-construction phase services of the CM-R firm d. For projects utilizing the CM-R project delivery method, coordinate with the CM-R firm to schedule sub-contractor outreach events prior to bidding activities e. Coordinate any post-pricing negotiations with District staff f. Ensure receipt of all Contractor or CM-R sureties, bonds, insurances, licenses, certifications, and permits g. Coordinate contract formation and execution activities h. Provide and continually update pre-contract project schedules i. Coordinate with the Contractor or CM-R firm on site access, laydown areas, egress, work hours, security procedures, and other logistical concerns prior to project commencement j. Coordinate with building occupants, if applicable, prior to the commencement of site activities to ensure seamless operation with minimal disturbances k. Coordinate mobilization of the District’s Third Party Inspection firms and other consultants who may be tasked with monitoring the progress and quality of the work l. Upon project commencement, provide daily project supervision of the work m. Upon project commencement, provide weekly reporting to District staff and oversight committees n. Attend all project meetings
