Specifications include, but are not limited to: The Contractor shall provide, as needed, specialized laboratory-testing services of spent granular activated carbon to the Board of Water Supply, City and County of Honolulu (“BWS”), for a sixty (60) month period. The services rendered shall be in accordance with the following specifications: ITEM NO. 1. The Contractor shall only use the test methods specified in Item No. 2, 3, and 4 herein and adhere to all quality assurance and control procedures and practices described. 2. The Contractor shall analyze, as specified and instructed by the BWS, discrete and composite spent activated carbon samples for the contaminants listed in 40 CFR 261.24, using Method 1311 (as amended), Toxicity Characteristic Leaching Procedure (“TCLP”), Revision 0, July 1992. 3. The Contractor shall analyze, as instructed by the BWS, all specified discrete and any composite spent activated carbon samples submitted by the BWS for the parameters shown on the attached Table 1. The analysis of spent carbon for the target compounds shall be conducted in accordance with EPA 5030 (sample preparation) and EPA 8260B (analytical method). 4. The Contractor shall analyze, as instructed by the BWS, all specified discrete and any composite spent activated carbon samples submitted by the BWS for all parameters shown on Table 2. The Contractor shall verify that Table 2 is in accordance with 40 CFR 261.24. 5. Upon completion of the analysis, the Contractor shall submit a written analysis report showing the results of the tests performed in Items 3 and 4 hereinabove, within twenty-one (21) calendar days after the Contractor receives the samples...
