Specifications include, but are not limited to: Task 1: Study Methodology Development Contractor shall prepare a Study Methodology Memorandum, containing a methodology to calculate the: 1. Cost for a typical truck in Oregon and other western states, of all transportation taxes and fees, including registration, uniform carrier registration, fuels tax, weight-mile tax, vehicle sales taxes, and other non-apportioned miscellaneous taxes and fees(but excluding general business taxes), 2. Cost to operate in Oregon of 56,000-pound, 80,000-pound, and 105,000-pound trucks based in different states, and 3. Competitive advantage or disadvantage to Oregon-based trucking firms when running miles in Oregon, compared to firms based in other states running miles in Oregon. Task 1 Deliverables and schedule: Contractor shall: • Attend kickoff meeting with Agency, • Develop draft Study Methodology, • Present draft Study Methodology to Agency and incorporate any Agency feedback into a final methodology, and • Produce a Study Methodology Memorandum, summarizing the methodology developed to complete the requirements of Task 2 and submit to Agency due no later than 3 weeks after NTP. Task 2: Data Collection, Modeling and Results Contractor shall collect necessary data from ODOT and other sources, as determined by Contractor, to calculate the costs and other factors in Task 1 for operating a typical truck in Oregon and other western states.
