Specifications include, but are not limited to: 27.1. All ammunition must be new “factory standard”. No reloads or reused cartridges will be accepted. 27.2. Brass Casings - All casings shall be factory new in virgin brass. Cases must be boxer primed and fully reloadable. 27.3. Shotgun Casings – All casings shall be factory new in 2 ¾” plastic with brass base. Cases must be boxer primed and fully reloadable. 27.4. Projectiles must produce a minimum of twelve (12) inches of penetration and reliable and consistent expansion when fired into ten percent (10%) ballistic gelatin prepared in accordance with IWBA (International Wound Ballistics Association) protocol. 27.5. All cases shall have the case mouth and primer sealed (except 12-gauge shotgun which shall be crimped and completely sealed to prevent buffer leaking and primer sealed) against moisture and oils. 27.6. Propellant shall deliver consistent velocity; standard deviation not to exceed 20 feet per second in 20 shots, with minimal muzzle flash. Ammunition must be loaded on automated equipment, which utilizes a fail-safe powder check mechanism to insure no over or under charges. 27.7. After being produced, all ammunition must be inspected utilizing gauges that simulate minimum chamber dimensions in order to assure correct outside dimensions. All ammunition must be visually inspected for flaws that would not be detected through the gauging process. 27.8. Ammunition must function with complete reliability in firearms authorized or issued by the Indianapolis Metropolitan Police Department, Marion County Sheriff’s Office, or other City Agencies. Malfunction rate shall not exceed one (1) in one hundred thousand (100,000) rounds. 27.9. Ammunition supplied upon award of this bid will be tested randomly by the Firearms Training Unit. Any ammunition which is found to be substandard in the opinion of the Firearms Training Unit will be returned for refund or replacement at the Department's option at no charge to the City agency. 27.10. Projectiles will be a minimum of a one-ounce (1oz.) lead or copper plated slug hollow point design. (Shotgun)
