Specifications include, but are not limited to: Tasks include: 1. Program Design Services – Provide OED with program design and application consultation services including: a. Work collaboratively with OED and stakeholders to ensure completion of DOE required application materials. b. Make recommendations on Utah’s program design that will meet federal requirements, meet state needs, and achieve optimal results. c. Collaborate with OED to develop the program Community Benefits Plan, Education and Outreach Strategy, Consumer Protection Plan, Utility Data Access Plan, Privacy and Security Risk Assessment, and Market Transformation Plan. d. Enable the submission by OED of the program applications to DOE on or before January 31, 2025. 2. Stakeholder Engagement, Education, and Outreach – Collaborate with OED to develop a robust stakeholder engagement strategy and timeline for the program including but not limited to: a. The identification of capture and retention actions for low income and disadvantaged communities. b. Contractor development, capture, and retention. 3. Program Implementation, Management, and Delivery – Vendors should submit with details development and management of the entire programmatic process from design to implementation. Implementation plan topics include but are not limited to: a. Creation of a compliance roadmap based on program needs and DOE guidance. b. Justice40 engagement/compliance strategies and accessibility recommendations. c. Income verification recommendations. d. IT infrastructure recommendations 1. Stakeholder meetings held throughout the state, including development of any OED approved materials (invitation, presentation, handouts, website content, surveys, etc.) regarding the 50121 and 50122 multifamily programs. 2. Final applications for 50121 and 50122 created with OED that fulfills the scope of work, state objectives, and federal requirements, including the following plans: a. Community Benefits Plan b. Education and Outreach Strategy c. Consumer Protection Plan d. Utility Data Access Plan e. Privacy and Security Risk Assessment f. Market Transformation Plan 3. Final State Implementation Plan
