Knox County Schools (KCS) often seeks competitive federal grant funding through the U.S. Department of Education and other funders. KCS is seeking experienced external evaluator(s) capable of completing high-quality evaluations of educational projects. These vendors must have experience with largescale federally-funded project evaluations and should meet What Works Clearinghouse evidence standards with reservations. As future funding opportunities are identified, evaluators may be asked to design evaluation plans for project submission within an expedited timeline and, upon funding award, implement a wide range of projectspecific qualitative and quantitative methods that clearly connect performance measures to outcomes. Ultimately, the methods of evaluation should provide valid and reliable performance data on program outcomes in order to meet federal requirements and inform cycles of continuous improvement
