Specifications include, but are not limited to: 1. The vendor shall provide an automated camera enforcement system that meets, at minimum, the qualifications outlined in definitions of the ordinance. Individuals involved in processing violations must be employees of the vendor and not subcontractors or independent contractors. 2. The system provided by the vendor shall provide authorized employees of the City with the ability to review potential traffic violations in order for citations to be issued. 3. The system shall further allow authorized City employees to retrieve, at any time, recorded images captured through the City’s automated camera enforcement program through the City’s Real Time Crime Center 4. When possible, the system shall be capable of collecting any data necessary to comply with the ordinance. The system shall, at a minimum, be capable of collecting sufficient data to determine changes in the rate of traffic violations per total number of vehicles that pass through the system. 5. In addition to data remaining in the United States, any call center used to address inquiries related to violations must be staffed with employees of the vendor and the call center must be located in the United States. 6. The system must provide a suitable constant source of lighting affixed to City infrastructure and only use the non-visible light part of the electromagnetic spectrum and approved by the City Traffic Division, preferably infrared light. 7. The system must integrate with REJIS Mobile Ticketing at the vendor’s expense to permit data exchange with patrol vehicles via LEWEB. 8. When feasible, the vendor should use the City’s and SLMPD’s current network and infrastructure.
