Specifications include, but are not limited to: regional study to evaluate the feasibility and benefits of connecting the Broad Creek PSD and South Island PSD water distribution systems and sources to establish water supply redundancy and resiliency. A recommendation for the location of an interconnection site or sites for a Broad Creek PSD/South Island PSD interconnect and costs (including necessary easements) shall be included in the study. The normal operational water flow direction shall be from South Island PSD to Broad Creek PSD with a minimum capacity of 1.5 MGD through the connection up to a capacity that can be supplied by the existing piping system. The study should also include the ability to reverse the flow from Broad Creek PSD to South Island PSD in an emergency situation. Drawings of needed sitework, site storm drainage, erosion control, site tree removal, easements, interconnect building, telemetry and SCADA controls, electrical, pumps, piping, valves, backflow devices, meters, chemical equipment and piping, chemical storage, access, and all necessary improvements for a new interconnect facility shall be included as Exhibits of the study
