The District requests proposals from individuals or firms to evaluate the following as part of recommendations for a long-range plan: • Revenue sources and streams, • Current rates for services, • Frequency of billing for services, • Personnel and operational Expenditures, • Capital purchases for trucks, • District-owned Property & needed repairs and upgrades. The requested plan is intended to aid the District in collecting sufficient revenues to cover operations, and fund capital assets for the collection services and may include fees related to delivery fees, trailer rental and nonresidential contract services. It may also include recommendations for new revenue sources such as bonds, or lease options to purchase heavy equipment. The project scope includes proposing collection rates, review and update miscellaneous fees, recommending a prudent reserve policy, suggesting new or alternative sources of revenue, and may include suggesting cost-cutting measures. The selected firm will manage the evaluation and recommendation process. The General Manager, Controller, and Operations Manager will provide the data for the study and overall direction for the consultant. The General Manager, or Board may elect to hear a progress report at the midpoint of the study.
