Specifications include, but are not limited to: PDA is seeking proposals from professional consulting firms with extensive experience with zoning best practices, zoning code rewrites, zoning map updates, engagement of diverse stakeholders, implementation of modern zoning tools and practices, and other land use policy tools. It is also expected that the consulting firms will have familiarity with best practices in environmental sustainability, mobility-land use intersections (e.g., transit-oriented development), historic preservation, development feasibility, development entitlements, incremental and largescale mixed-use development, racial and economic equity, and housing. This project will result in a comprehensive update to the City’s Zoning Code, as well as needed updates to the City’s Zoning Map—in effect an overhaul of our Code and Map. These updates will be guided by the City’s updated Strategic Land Use Plan (SLUP) of the St. Louis Comprehensive Plan; this plan update is currently in process, with a target completion date of December 2024. The Zoning Code and Map updates will also reflect land use and development aspirations expressed in adopted neighborhood plans.
