Specifications include, but are not limited to: 1) Assess and evaluate the STATE’s current provider monitoring and compliance oversight, including provider performance measurement and quality assurance structures, for alignment with the requirements of the HCBS Settings Rule (42 CFR §441.301(c)), Hawaii’s I/DD Waiver and the related Waiver Standards, the CMS Home and Community-Based Services Quality Measure Set (per SMD# 22- 003) and best practices in person-centered service delivery. The Assessment shall include: a. Review of current provider monitoring tools, processes, and reporting; b. Inventory of current and potential data sources for determining compliance, performance, and quality; c. Engagement with provider agencies and other stakeholders to include their perspectives; and d. Identification of strengths and gaps in current processes and structures. 2) Develop a summary of findings from the assessment of the STATE’s current provider monitoring and oversight. The summary of findings shall include: a. Analysis of the STATE’s current provider monitoring system; b. Identification of potential data sources for determining compliance, performance, and quality; c. Identification of areas for improvement; and d. Recommendations to strengthen the STATE’s provider monitoring system, based on best practices.
