Specifications include, but are not limited to: A. The City will provide and ship the cigarettes required to be tested to the Contractor. The City will provide three (3) packs (60 cigarettes) per brand and style to be tested in their original packaging. B. The Contractor shall confirm receipt of all cigarettes via mail or email as listed in Appendix A: Scope of Work, Section IV(F)(3) within five (5) calendar days of receiving the package. C. The Contractor shall be responsible for ensuring a proper chain of custody (“COC”) process is adhered to and documented throughout the duration of this contract. The COC of the cigarettes shall be from the receipt of the cigarettes until the completion of the RIPC testing. The COC shall be completely filled out and shall document the individuals responsible for receiving, handling, and testing the cigarettes. The completed COC forms shall accompany the test results in accordance with Appendix A: Scope of Work, Section IV(F). D. The Contractor shall conduct all testing in accordance with the latest revised and adopted ASTM standard E2187-16 “Standard Test Method for Measuring the Ignition Strength of Cigarettes”. E. Upon completion of testing, the Contractor shall be responsible for the disposal of the cigarettes in accordance with industry standards and Federal and State regulations. The City reserves the right to audit the disposal of the cigarettes at any given time. The cigarettes shall not be returned to HFD. Additionally, smoking or selling the cigarettes are not permitted.
